An independent survey was conducted of 200 CIOs (50 from financial services, 50 from manufacturing, 50 from retail, distribution and transport, and 50 from other industries). It revealed that "CIOs who have used over-provisioning to handle peak demand in their server rooms are doing the same thing in the cloud, where it shouldn't be necessary." It also showed that they are "only using about half of the cloud capacity they've bought and paid for."
One of the survey questions was "Do you ever see over-provisioning as a necessary evil in order to protect performance and ensure you can handle sudden spikes in demand?" 90% of the surveyed CIOs said yes.
Furthermore, 88% of these CIOs admitted they "sacrificed some performance at peak times in order to control costs."
